What this means for your estate
- Section 54's confidentiality duty applies to Regulator staff and people acting on the Regulator's behalf, not estate employees generally, this is a narrower offence than it first appears, and doesn't substitute for your own staff confidentiality obligations under s.20-21 (operators) or your own employment contracts.

PopiGuard's Policy Vault keeps your own staff confidentiality obligations documented separately from this Regulator-specific offence, the two aren't interchangeable.
