Section 75
Mode of complaints to Regulator
Chapter 10 · Enforcement · Part A, Complaints
(1) A complaint to the Regulator must be made in writing.
(2) The Regulator must give such reasonable assistance as is necessary in the circumstances to enable a person, who wishes to make a complaint to the Regulator, to put the complaint in writing.

What this means for your estate
- A complaint against your estate must be in writing (subsection (1)), and subsection (2) obliges the Regulator to help a complainant who struggles to put it in writing, so “they never complained formally” isn't a reliable indicator that nothing is brewing.
